Requires the Secretary of the Department of Environmental Protection to establish a plan for reporting requirements on underground water extracted in "growth counties" as defined in state code

Mandates limitations on water extraction by commercial users when it may adversely impact underground water supplies or dry out wells used by residents or farmers

Prioritizes groundwater use by individual residents, farmers, and property owners for activities on their own land or leased land over commercial extraction

Defines "extracted" water as groundwater taken from subsurface wells for commercial sale or shipment outside of West Virginia, either directly or indirectly
