Redefines "use" of natural resources in zoning law to exclude commercial water extraction for bottling, storage, pipeline transport, or shipment outside West Virginia

Limits the exemption from zoning restrictions to domestic water use, farming, or activities conducted on the land where water is drawn (including owner's other properties)

Allows property owners to use water on their own land or separate parcels they own or lease, but prohibits exempting commercial water sales from local zoning authority

Amends §8A-7-10 of the West Virginia Code governing the effect of enacted zoning ordinances on land development
