Mandates the Commissioner of Motor Vehicles to develop and implement an electronic insurance verification program (changing from optional "may" to required "shall")

Allows law enforcement agencies to make real-time inquiries through the electronic system to verify whether a vehicle has valid liability insurance coverage

Requires all insurance companies writing motor vehicle liability policies in West Virginia to cooperate with the verification system and maintain web services to respond to authorized inquiries

Requires the Insurance Commissioner to propose rules (changed from "may" to "shall") to implement the program, including penalties and administrative sanctions for insurers that fail to comply

Requires the Division of Motor Vehicles to report to the Legislature within two years on program costs and effectiveness in reducing uninsured vehicles
