Requires the West Virginia Board of Education to deploy a secure, internet-based "Home School Portal" by August 1, 2026, or within 365 days of the act's effective date, whichever is earlier

Portal must allow homeschool families to submit Notice of Intent identifying children being homeschooled and to submit and archive all required reports

System must include dashboards for both families and school boards, with acknowledgment notifications when submissions are received and acted upon

Any information requested by the Board that is not legally required must be clearly labeled as "optional" or "not required"

Board must consult stakeholders during development, including representatives from the Board of Education, homeschool community, charter schools, and private schools
