Amends the West Virginia Water Pollution Control Act (§22-11-10) by eliminating fee caps on water pollution control permits, effective July 6, 2025

Continues the Water Quality Management Fund in the State Treasury, which receives permit application fees, annual permit fees, interest, surcharges, and other designated funds

Authorizes the secretary to propose rules establishing fee schedules for permit applications and annual permit fees based on complexity of review and potential for water degradation, except for surface coal mining operations

Sets specific fees for surface coal mining operations: $1,000 for permit applications, $3,000 for renewals, $2,000 for major modifications, $1,000 for minor modifications, $3,000 for reissuance, $2,000 for transfers, $2,000 annual permit fee, and $500 for water quality certifications

Exempts home aerator permits (600 gallons and under) from annual permit fees and allows the secretary to void permits when annual fees are more than 90 days past due
