Terminates the existing West Virginia Fusion Center Joint Oversight Committee on June 30, 2025, and establishes a new committee effective July 1, 2025, with the same membership structure of 10 legislators plus counsel and staff

Grants the select committee broad oversight authority over the Fusion Center, including the power to enter and inspect facilities at any time with or without notice, issue subpoenas, and compel witness testimony under oath

Requires the Department of Homeland Security's Inspector General to conduct an annual oversight audit of Fusion Center operations, with the report due to the committee by September 1 each year

Mandates the audit assess compliance with rules, statutes, and policies; evaluate case management database systems; and protect personally identifiable information through anonymization and aggregation

Establishes that intentional violations of federal or state law, rules, or egregious/illegal conduct by Fusion Center employees or partners identified during audits constitutes grounds for termination and referral for criminal investigation
