Creates the West Virginia TEACH (The Education and Child-Care Help) Scholarship Program to provide tuition assistance for child-care workers pursuing associate or bachelor's degrees in early childhood education at state community colleges or public four-year universities

Requires scholarship recipients to be West Virginia residents, currently employed at least 20 hours per week at an eligible child-care facility, enrolled in at least six credit hours per semester, and maintain a minimum 2.0 GPA

Scholarship covers tuition and mandatory fees minus all other state, federal, and eligible scholarships, with payments made directly to institutions

Recipients must pass a drug test before each semester (at their own cost) and enter into an agreement requiring repayment if they move out of state within two years of completing their degree

Establishes the West Virginia TEACH Scholarship Program Fund in the State Treasury to receive legislative appropriations, gifts, and investment earnings for program administration
