Requires the Director of the Office of Drug Control Policy to establish quick response teams (QRT) to serve as first responders in narcotic-related medical emergencies, effective July 1, 2025

Quick response teams must be developed in coordination with health care providers, law enforcement agencies, emergency medical services, and health care facilities

QRT members will be trained to work with drug-addicted persons immediately following their arrest at regional jails or at treatment facilities

Teams will focus on addressing the first step to recovery for individuals suffering from substance abuse
