Increases fines for fabricating, using, or selling unofficial windshield placards from $500 to $750 per placard, and for unofficial identification cards or expiration labels from $700 to $1,000

Requires the DMV Commissioner to establish a public awareness program about accessible parking laws, penalties, enforcement methods, and the consequences illegal parking has on disabled individuals

Requires the awareness program to include information about volunteer enforcement programs and the potential harm to disabled persons, including possible delay of medical care resulting in injury, illness, or death
