Mandates consolidation of West Virginia's 55 county school districts into no more than 27 regional or area school districts, effective July 1, 2028

Requires the State Board of Education to study school district unification issues and submit proposed legislation and recommendations to the Governor and legislative leaders by October 31, 2025

Creates an 11-member School District Unification Committee, chaired by the State Superintendent, including county superintendents, teachers, and representatives from educational organizations

Committee must meet at least monthly from August through October 2025 to assist the State Board in developing the unification framework

Authorizes the State Board of Education to establish interim rules and procedures to manage the transition and phase-out of existing county school districts
