Requires the West Virginia Department of Education to provide financial support to maintain school operations when the 70% parent petition threshold is reached, capped at 20% of the school's total operating cost

Establishes a 10-year sunset provision for the Community School Parents' Choice Act from its effective date

Amends existing school closing/consolidation procedures in West Virginia Code §18-5-13a
