Requires the West Virginia Department of Education to review all school closures and consolidations under consideration during the current year and the previous four fiscal years

Mandates the WVDE propose changes to the School Aid Formula within 180 days that would prevent closure of at least 80% of schools where financial and operational factors were the justification for closure

The proposed formula changes must address both schools currently under consideration and those previously considered, regardless of decisions already made by school districts

Takes effect immediately upon passage
