Establishes comprehensive regulatory authority for the West Virginia Public Service Commission over railroads operating as common carriers within the state, including oversight of passenger and freight transportation, rates, facilities, and safety

Requires railroads to file annual financial statements, rate schedules, and copies of contracts with the commission, and to provide 30 days' notice before changing rates or schedules

Mandates railroads maintain adequate depots, freight facilities, switches, and sidetracks, and provide reasonable facilities for interchange of traffic between connecting railroads without unreasonable delay or discrimination

Authorizes the commission to investigate railroad management, order installation of safety devices at dangerous grade crossings, and require repairs to defective tracks, bridges, or structures deemed unsafe for transportation

Imposes forfeitures of $100 to $10,000 for violations of commission orders, allows treble damages for injured parties, and establishes felony penalties including fines up to $500 and imprisonment of 1-5 years for knowing violations by railroad officers or employees
