County commissions and municipalities may declare ruined, damaged, dilapidated buildings or premises covered with debris as hazards to public health, safety, and comfort, and require owners to remove them by resolution

Property owners must begin removal within 15 days of being served notice, or may file a written objection requesting a hearing before the governing body

Aggrieved property owners may appeal governing body decisions to circuit court by filing notice within 10 days and a petition within 30 days of the determination

If owners fail to comply, local governments may remove hazardous conditions at the owner's expense, with reasonable removal costs becoming a lien against the property filed with the county clerk

Contractors performing removal must leave premises in clean, level, and safe condition suitable for future occupancy or construction, with all excavations filled
