Creates a "market pay enhancement" for certified teachers based on regional cost of living differences, calculated by comparing the median home price in a teacher's county and contiguous counties (including border state counties) to the statewide West Virginia median home price

Requires the State Board of Education to calculate multipliers every five years beginning January 1, 2026, using National Association of Realtors median home price data to determine enhancement amounts for each of West Virginia's 55 counties

Distributes annual lump-sum payments to eligible teachers beginning July 15, 2026, with amounts determined by multiplying the county's average teacher base salary by the regional cost-of-living multiplier

Enhancement payments are in addition to minimum salary schedules and county supplements, are subject to state personal income tax, and are explicitly exempt from the state grievance process

Requires the State Board of Education to report to the Joint Committee on Government and Finance in years when calculations are performed and authorizes rulemaking to implement the program
