"Super Two" highways add periodic passing lanes to two-lane rural highways, alternating between directions of travel to allow passing of slower vehicles and dispersal of traffic platoons

New Super Two roadways must meet Appalachian Development Highway standards for lane width, shoulder, grade level crossings, and other specifications

Division of Highways must acquire four-lane rights-of-way along Super Two highways to enable future upgrade to four-lane highways with minimal effort

Allows coordination with highway departments in other states for design and implementation assistance
