Requires each county to designate separate electronic voting systems exclusively for training purposes, which cannot be used in elections except during machine failure emergencies or when counties lack funds to purchase dedicated training equipment

Moves the mandatory testing deadline for automatic tabulating equipment from one week before vote counting to one week before the in-person early voting period begins

Requires vote-recording devices used during early voting to be retested, sealed, and remain untouched until the lawful start of voting on election day when reused

Prohibits any voting equipment used during training sessions or public demonstrations from being used in an election until it has been fully tested and sealed according to statutory requirements

Modifies post-election testing procedures so that if the count is not errorless, test results must be stored and reviewed by the Board of Canvassers during the canvass prior to conducting the audit
