Establishes a 15 mph speed limit in licensed childcare zones during childcare recess or while children are arriving or leaving during opening or closing hours

Defines childcare zone as all childcare property including grounds, abutting streets/highways extending 125 feet from the property, and any access right-of-way areas as determined by Division of Highways engineering study

Requires the West Virginia Division of Highways to erect signage indicating entry and exit points of each childcare zone

Creates penalties of $100-$500 fines for violations, with enhanced penalties (up to 6 months jail and/or $500 fine) for exceeding the limit by 15 mph or more in the presence of children

Reduces fine to maximum $25 if required childcare zone signage is not present at the time of violation
