Exempts child day-care programs located on military bases from state licensure, approval, certification, and registration requirements if they serve only dependent children of military personnel

Extends the exemption to family child care providers certified by a branch of the U.S. Armed Forces

Authorizes military branches or their agents, including installation commanders, to determine which children may be enrolled in exempt military child care programs

Amends existing child care exemptions in West Virginia Code §49-2-113, which already exempts facilities such as public school programs, hospitals, summer camps under 30 days, and juvenile detention facilities
