Lowers the eligibility age for reduced tuition and fee programs at West Virginia public higher education institutions from 65 to 60 years old

Expands eligibility to include "metro area students" (certain nonresidents) in addition to West Virginia residents

Requires nonresident students qualifying under the program to pay no more than 50 percent of the West Virginia resident rate for non-credit courses

Maintains existing requirements that participants may audit courses without credit for no more than $50 per course (excluding lab and parking fees), or take courses for credit at no more than 50 percent of normal resident tuition rates

Continues requirement that classroom space must be available for senior citizens to participate in the reduced tuition program
