Requires all health benefit plans to cover oral health procedures necessary for or resulting from cancer treatments, including surgery, chemotherapy, radiation, immunotherapy, and biotherapy

Mandates coverage for evaluations, examinations, medications, treatments, restoration, rehabilitation, medical devices, and prostheses needed to restore functions related to eating, breathing, voice, speech, and swallowing after cancer treatment

Establishes a specific billing modifier ("West Virginia Code §33-64-1") that healthcare providers must use with applicable billing codes to signify coverage eligibility for cancer-related dental and oral health procedures

Pharmacists must be notified of qualifying medications through a unique identifier on prescriptions since medications cannot be billed with modifiers in West Virginia

Effective July 1, 2026, applying to all health insurance contracts not exempt from the Affordable Care Act
