Establishes a minimum net enrollment of 1,200 students for each county when calculating the state's basic foundation program for school funding, effective for the 2025-2026 school year and thereafter

Provides a one-year grace period for the 2025-2026 school year where counties cannot be penalized for failing to meet professional instructional personnel ratios if that failure results from their net enrollment being raised to the 1,200 minimum

Allows counties that send students to jointly established schools in other counties to add those students to their net enrollment after the 1,200 minimum floor is applied

Amends the existing school aid formula which already provides enrollment adjustments for counties with fewer than 1,400 students based on population density calculations
