Provides state benefits for members after qualifying service periods, including state income tax deductions ($2,000 annually), property tax reductions ($100 annually), veterans' employment preferences, free hunting/fishing licenses, and educational benefits after six years

Authorizes the Governor to activate State Guard units for up to one month, county commissions for up to two weeks, and county sheriffs for emergency 48-hour activations, with sheriffs exercising principal authority over activated units in their county

Establishes eligibility requirements excluding convicted felons, those with domestic violence misdemeanors, and individuals with diagnosed mental health issues, while permitting West Virginia to impose up to six years of mandatory military service on male residents
