Affidavits for those without permanent addresses are valid for one year, after which the individual must establish a residence or renew the affidavit

Waives all driver's license and identification card fees for applicants who qualify under the no permanent residence provision

Authorizes the Division of Motor Vehicles to audit addresses on file and cancel licenses or ID cards for holders who cannot prove residency or who have had postal services terminated
