Authorizes law enforcement to issue citations to public school and public charter school students who possess nicotine products on school grounds or at school-related activities

Requires that a warning must first be issued to a student before any citation can be given for nicotine possession

Covers electronic smoking devices (vapes) and tobacco products as defined under existing West Virginia tobacco restriction laws

Adds this student possession provision to the existing state law governing tobacco usage restrictions and sales to minors
