Establishes the right of West Virginia residents to know about air pollution exposures in real-time in communities located downwind from facilities that emit air pollution

Requires the Secretary of the Department of Environmental Protection to encourage and facilitate community air monitoring programs by providing technical support and, when funding is available, financial assistance to organizations and individuals

Allows any person to submit community air monitoring data to the Secretary, who must accept and evaluate the data based on equipment calibration, quality control procedures, monitor location, and other relevant factors

Authorizes the Secretary to initiate follow-up air monitoring in communities based on evaluation of submitted data, with monitoring conducted by DEP, other agencies, or permitted facilities

Defines community air monitoring programs as measurement systems and equipment used to collect ambient air data, excluding systems operated by DEP, EPA, or required under existing permits
