Prohibits lobbyists from receiving any direct or indirect compensation for lobbying activities conducted on behalf of designated foreign adversaries, their political parties, or foreign adversary clients

Designates specific foreign adversaries including China, Russia, North Korea, Iran, Cuba, Syria, Venezuela, and various terrorist organizations such as Hamas, Hezbollah, and the Taliban, with the West Virginia Secretary of Homeland Security authorized to update the list annually

Establishes civil penalties of up to twice the amount of compensation received (minimum $5,000 per violation), plus disgorgement of all compensation, with enforcement authority granted to the Attorney General

Grants the Attorney General pre-suit investigative powers to issue civil investigative demands for documents, testimony, and information when there is reason to believe a violation has occurred

Requires any lobbyist working on behalf of a foreign adversary to verbally announce their name and foreign adversary affiliation upon entering any space where they intend to lobby
