Requires the Division of Highways to establish an electronic request form for the public to submit orphan roads and bridges for consideration into the state system

Sets qualification criteria for orphan roads and bridges: must have existed before January 1, 2025, not be maintained by any government agency, ownership/rights-of-way must be donated to the Division of Highways

Limits eligible roads to no more than one-tenth of a mile and bridges to no more than two-tenths of a mile, and requires they provide access to both residential housing and a West Virginia-owned business

Mandates the commissioner approve at least 20 requests per year, with the program sunsetting 10 years after the effective date

Removes provisions allowing individuals or entities to pay for right-of-way acquisition when property owners refuse to donate
