Teachers with a bachelor's degree, 10 years of teaching experience, a valid teaching certificate in good standing, and no unsatisfactory evaluations can now receive a permanent teaching certificate in West Virginia without completing additional coursework

Adds a fourth pathway for obtaining a professional teaching certificate for honorably discharged military veterans who hold a related bachelor's degree, pass required subject matter tests, and complete a criminal history check (exempt from other certification requirements)

Professional teaching certificates are initially issued provisionally for three years, then can be converted to five-year certificates or renewed under state board rules

Existing certificates remain valid and unaffected by the new provisions, including grade-level teaching rights and renewal eligibility

Effective immediately upon passage (April 12, 2025)
