Requires physicians, nurse practitioners, physician assistants, and other licensed healthcare providers to report to the DMV within 10 days the name, date of birth, and address of any person over 15 diagnosed with disorders or disabilities affecting their ability to drive safely

Mandates heads of mental hospitals, institutions, clinics, and alcohol or drug treatment facilities to ensure required medical reports are filed with the DMV

Designates all submitted medical reports as confidential, to be used solely for determining driving qualifications, and prohibits their use as evidence in civil or criminal trials except in incompetency proceedings

Provides immunity from civil and criminal liability for any person or agency that submits the required medical information

Named "McKayla, Miranda, and Philip's Law" with an effective date of July 1, 2025
