Reduces the minimum service requirement from 25 years to 20 years for retirees to qualify for the $1,000 monthly minimum retirement benefit under both the Public Employees Retirement System (PERS) and State Teachers Retirement System (STRS)

Applies to retirants or beneficiaries at least 70 years of age as of July 1, 2025, with benefits to begin on or before December 31, 2025

Reduces the service requirement from 25 to 20 years for beneficiaries of retirants who chose the 50% joint and survivor annuity option to qualify for the $500 monthly minimum benefit

Excludes service time as elected public officials, temporary legislative employees, or higher education employees whose salary was capped at $4,800 per year from counting toward the service requirement

Updates the effective dates from 2024 to 2025 throughout both retirement system provisions
