Reduces the minimum number of applicants required for the Division of Motor Vehicles to produce a new special license plate for a congressionally chartered military organization from 100 to 50 applicants

Military organizations must still provide a guarantee of the minimum number of applicants before the DMV will produce the new plate design

Maintains existing provisions allowing special plates for active, retired, or honorably discharged military personnel, as well as next of kin of service members killed in combat

Preserves the $10 initial application fee for military special registration plates, in addition to standard registration fees

Gold Star spouses remain exempt from all registration fees for one Gold Star Family license plate for personal use
