Creates a four-year West Virginia Firefighter Education Pilot Program in Kanawha, Ohio, Mineral, and Raleigh counties to provide Fire Fighter I and Fire Fighter II training through community and technical colleges

Makes firefighter training courses available to all eligible students, including high school students, with tuition and academic fees paid by the West Virginia Higher Education Policy Commission

Requires fire instructors to be employed by West Virginia University Fire Service Extension and obtain adult part-time teaching permits from the West Virginia Department of Education

Mandates annual reporting to the Legislative Oversight Commission on Education Accountability beginning July 1, 2028, covering student participation, credentials earned, expenditures, and job placement outcomes

Program must begin by July 1, 2025, with courses starting no later than the 2025-2026 school year, and automatically expires June 30, 2030, unless extended by the Legislature
