Establishes a one-time grant program through the Department of Veterans Assistance to distribute funds equally to all chartered American Legion posts in West Virginia

Eliminates application requirements—no American Legion post must submit an application, report, or financial documentation to receive the grant

Requires the Department to determine the number of eligible posts as of July 1, 2026, and distribute funds no later than October 1, 2026

Directs the Governor to include a line item in the fiscal year 2026 state budget to fund the program, with the total amount divided equally among all eligible posts

Mandates the Department submit a report to the Joint Committee on Government and Finance by January 1, 2027, detailing the number of grants distributed and total amount expended
