Requires public places with televisions (including healthcare facilities, restaurants, sports bars, entertainment venues, colleges, state agencies, and local governments) to activate closed captioning on at least half of all televisions during regular business hours

Mandates that captioned televisions be distributed throughout public areas so patrons are within reasonable eyesight of at least one television with captions enabled

Requires establishments to make reasonable efforts to prevent the public from independently deactivating closed captioning features

Exempts locations that either have no televisions or only have televisions without closed captioning capability

Takes effect immediately upon passage
