Allows dog racetracks licensed prior to January 1, 1994, to continue operating simulcast wagering, video lottery terminals, and table games without conducting live dog racing, provided they maintain their original facility and amenities

Requires dog racetracks discontinuing live racing to pay a $250,000 cessation fee to fund care, adoption, and placement of greyhounds in no-kill shelters

Authorizes the West Virginia Racing Commission to promulgate emergency rules for licensing dog racetracks that conduct only simulcast racing

Restricts video lottery and table games operations to a single location per licensed racetrack, specifically the building where live pari-mutuel racing was previously conducted
