Creates a shortened claims procedure for property damage caused by state highway or road conditions, capping eligible claims at $3,000

Requires the Division of Highways to concur with the claim and stipulate to the claimed amount before the expedited process applies

Claims must not arise from current fiscal year appropriations to qualify for the shortened procedure

Once the Claims Commission approves a stipulation and receives an executed release from the claimant, the Division of Highways certifies the claim directly to the State Auditor for payment

Takes effect July 7, 2025 (90 days after passage on April 8, 2025)
