Persons on the Central Abuse Registry and registered sex offenders must pay an annual fee of $125 to the circuit clerk of the county where they reside, with payment due between January 1 and January 30 for abuse registry registrants and between January 1 and June 30 for sex offenders

All collected fees are credited to the West Virginia State Police account, with funds prioritized first for enhancing mental health services for current and former State Police employees, including hiring mental health professionals and conducting educational programs

Failure to pay the annual fee does not constitute a violation of supervised release, but unpaid fees result in a judgment lien recorded against the registrant after 30 days' written notice via certified mail

The State Police must release the lien within 30 days upon full payment and provide written verification to the registrant

Takes effect July 11, 2025 (90 days from passage on April 12, 2025)
