Permits courts to order pediatric neurological evaluations for children two months of age or younger if the birth mother tests positive for controlled substances

Treats any attempt to alter hair after a test is ordered (including shaving, coloring, bleaching, or chemical removal) as an automatic positive test result for controlled substance use

Establishes that failure to comply with a court-ordered hair follicle drug test constitutes a positive test result

Allows respondents to voluntarily submit to a 12-panel hair follicle drug test to rebut a positive drug result before a petition is formally filed
