Creates the "Citizen and State Accountability Act" establishing oversight requirements for state and local government grant applications from federal or other sources

Requires state and local governments applying for major grants (over $1 million) to submit a written analysis to the Governor and Office of Fiscal Risk Analysis and Management at least 60 days before application, including a 10-year cost-benefit projection, policy impacts, compliance mandates, and required legislative changes

Requires minor grant applications ($1 million or less) to be submitted to the Governor and Office of Fiscal Risk Analysis and Management at least one week before application

Mandates Governor's written consent before any major grant application can be submitted; Governor may also prohibit submission or acceptance of any minor grant

Requires the Office of Fiscal Risk Analysis and Management to report on each major grant within 30 days and maintain a public database of all funded grant applications
