Municipalities and public service districts must calculate the cost of extending water or sewer service to potential customers and determine the customer's share of those costs according to Public Service Commission rules

If potential customers provide up-front payment of their cost share, the municipality or public service district is required to extend service to them

Potential customers may request that the municipality or public service district apply for grant funding through the West Virginia Infrastructure and Jobs Development Council, but must first pay the application costs

When grants fully cover extension costs, the municipality or public service district must extend service after customers pay required fees, and grant funds must reimburse customers or other contributors for their up-front payments (including application costs)

The bill applies these requirements across four sections of state code governing municipal waterworks, combined water/sewer systems, sewage works, and public service districts
