Prohibits public utilities from using funds derived from ratepayers to make contributions to political candidates, campaigns, political action committees, or groups that can donate to political entities

Bans public utilities from making charitable contributions to any charitable groups or organizations using company funds

Creates a misdemeanor offense for violations, punishable by a fine up to $1,000, jail confinement up to 30 days, or both

Adds a definition of "public utility" to the state election code, covering persons or associations engaged in public service businesses, excluding certain small solar facilities

Preserves the right of individual utility officers and employees to make personal political or charitable contributions using their own funds
