Adds the right to "luggage to transport the child's personal belongings" to the existing Foster Child Bill of Rights in West Virginia

Requires the Department of Health and Human Resources to establish and maintain a decentralized supply of luggage (suitcases, duffel bags, backpacks) for foster children being removed from homes or changing placements

Luggage provided to a foster child becomes the child's personal property and cannot be reclaimed by the department or retained by foster parents

Mandates the department track and record every instance where a trash bag is used to move a foster child's belongings, including the reason appropriate luggage was not provided

Requires an annual report to the Legislature summarizing trash bag usage incidents and the department's luggage inventory management practices; takes effect September 1, 2025
