Grants political subdivisions authority to set their own regulations and ordinances for public construction project bidding, allowing awards to the "lowest responsible bidder" rather than simply the lowest bidder

Authorizes political subdivisions to enter into project labor agreements (pre-hire collective bargaining agreements with labor unions) for public construction projects

Adds definition of "project labor agreement" to the existing West Virginia Fairness in Competitive Bidding Act governing public construction contracts
