Creates a misdemeanor offense (up to 1 year in jail) for arrested or lawfully detained persons who give a false name or fail to identify themselves to law enforcement, jail, or corrections personnel

Elevates the false identification offense to a felony (up to 5 years in state prison) if another person is adversely affected by the unlawful use of their name or identification

Authorizes courts to order restitution and issue orders to correct public records containing false identification information given in violation of the law

Establishes a misdemeanor offense (up to 60 days in jail) for loitering or prowling in unusual circumstances that cause justifiable alarm for the safety of persons or property

Requires law enforcement to give individuals an opportunity to identify themselves and explain their presence before arresting for loitering, and provides a defense if the person's truthful explanation would have dispelled the officer's concern
