Changes three positions on the West Virginia Hope Scholarship Board from voting to nonvoting members: the State Attorney General (or designee), the State Superintendent of Schools (or designee), and the Chancellor of Higher Education (or designee)

Removes the provision allowing initial board appointees to be parents who merely "intend to apply" for Hope Scholarships, requiring all appointed parent members to be actual parents of Hope Scholarship students

Maintains the nine-member board structure, with the State Treasurer serving as chairman and presiding officer

Retains requirements that the three Governor-appointed parent members reside in geographically diverse areas and represent parents of students in diverse educational options such as microschools
