Allows initiation of a recall election through a petition signed by at least 10% of qualified voters in the county, with signatures written in their own handwriting

Requires a petition with at least 20% of qualified voters' handwritten signatures to place a recall question on a special election, primary, or general election ballot

Limits recall elections to one per elected official during their term of office

Permits county commissions and boards of education to submit recall proposals at meetings based on either a 10% voter petition or a resolution from the governing body
