Allows individuals without permanent addresses (such as homeless persons) to obtain a driver's license or identification card by submitting an affidavit of "No Permanent Residence" signed by an agent of a shelter facility or state-registered nonprofit

Temporary licenses or ID cards issued under the no permanent residence provision are valid for six months, with the affidavit valid for one year to establish a residence

Waives all required fees for applicants who qualify under the no permanent residence provision

Authorizes the Department of Motor Vehicles to audit addresses on file and cancel licenses or IDs if holders cannot prove residency or, in the case of no permanent residence, if they fail to maintain a post office box

Requires holders who establish a permanent residence or have an address change to notify the department and obtain a duplicate card within 30 days
