Adds a new section (§22-5-21) to the state's Air Pollution Control article under the Department of Environmental Protection's jurisdiction

Applies to activities conducted by the federal government, entities acting on behalf of the federal government, or non-government entities engaging in geoengineering experiments

Cites legislative concerns that risks to human health and environmental welfare from broad-scale geoengineering are not well understood

Takes effect 30 days after passage
