Requires public service district boards that represent more than one community to include at least one member from each community served by the district

Maintains existing requirements that board members must reside within the district and possess educational, business, or work experience conducive to operating a public service district

Preserves the requirement that at least one board member must be a rate-paying residential customer of the public service district when the district provides utility services and bills customers

Updates the compliance date reference from July 1, 2013 to July 1, 2022 for boards that do not yet have a rate-paying residential customer member
